Overview of Kerala Public Services Guidelines

The Government of Kerala has compiled and reiterated various important orders and circulars regarding public services and recruitment procedures. These guidelines are directed at all Heads of Departments and Appointing Authorities to ensure strict adherence to state service rules, transparency in recruitment, and proper coordination with the Kerala Public Service Commission (KPSC).

Reporting Vacancies to the PSC

Appointing authorities are mandated to report estimated vacancies for each category of posts to the Public Service Commission by the 1st of June every year. If no vacancies are anticipated, a Nil report must be sent. Once reported, vacancies should neither be cancelled nor reduced. Furthermore, the date of occurrence of the vacancy acts as the crucial date for determining the method of appointment. Filling vacancies by promotion or transfer after reporting them to the Commission is strictly prohibited. Vacancies of 6 months and above, as well as those between 3 months and 6 months that are likely to last, must be reported to the PSC.

Provisional Appointments and Employment Exchanges

Provisional appointments through Employment Exchanges are forbidden for any post where a valid PSC ranked list exists. Appointing authorities must secure a non-availability certificate from the PSC confirming that no ranked list is in force before making any provisional appointments for vacancies expected to continue beyond three months.

Joining Time and Extensions

Candidates advised by the PSC must join duty within the specified time frame. Appointing authorities can grant joining time extensions of up to 45 days in deserving cases. Extensions beyond 45 days can only be granted by the Government (in the concerned Administrative Department) specifically for candidates currently undergoing educational courses or training.

Important Compliance Points

Heads of Departments must submit regular quarterly reports on vacancy positions to the Personnel & Administrative Reforms (Advice-C) Department. Any violation of these statutory instructions by appointing authorities will be viewed with utmost seriousness, and the concerned officers will be held personally responsible.
